Onondaga County Executive Ryan McMahon explained that all incentive programs tied to Micron, including CHIPS and Science, New York State Green Chips, and county benefits, are performance-based, meaning nothing is paid out unless jobs are actually created. He noted the project and its tier one suppliers are expected to generate roughly $3 billion annually in payroll, far outweighing the public investment over time. McMahon emphasized that these dollars would otherwise flow to other parts of the country, making Central New York a net beneficiary of the White Pine Business Park development.
